UMCI presents an analytical note with an overview of media projects aimed at countering Russian disinformation

The Ukrainian Media and Communication Institute, with the support of the American Bar Association Rule of Law Initiative (ABA ROLI), has prepared an analytical note, entitled “Overview of Media Projects on Countering Disinformation in Ukraine During the Full-Scale War”.

The analytical note covers the period from 24 February 2022 to June 2024, and the conclusions and recommendations contained therein are based on: 

  • the information gathered through desk research in June 2014 (UMCI experts reviewed 63 national and 57 regional media outlets);
  • discussions at the intersectoral roundtable “The Role of Media in Countering Disinformation During War: Between Security and Freedom. How to increase its effectiveness”, which was held on 3 July by UMCI together with the National Council of Television and Radio Broadcasting of Ukraine with the support of ABA ROLI in Ukraine. “Before Russia’s full-scale invasion, media literacy and countering disinformation were primarily addressed by independent media with the support of international donors. However, after 24 February 2022, these issues, crucial to Ukraine’s national security, have become a prominent concern for all Ukrainian media. The review findings indicate that most analyzed newsrooms have developed one or two projects aimed at countering disinformation, besides producing relevant news content. This is important because there have been many discussions that our media should be more effective in countering Russian disinformation,” states Diana Dutsyk, Executive Director of UMCI.

The report analyzes the key topics, formats, and funding sources of media projects on countering disinformation. Specific consideration is given to the obstacles that impede the media, in particular, and Ukraine, in general, from countering disinformation more effectively. One of the challenges is the lack of research that would assess the impact of numerous media projects on the audience and changes in their behavior.
