Media Literacy in the Context of War and Global Transformations. Analytical Note by UMCI

Experts of the Ukrainian Media and Communications Institute have prepared an analytical note that contains some recommendations for developing media literacy in the context of war and global transformations.

The analytical note is based on the results of expert discussions held during the international conference ‘Media Literacy in Times of War and Global Transformation,’ on 11 November 2024.

“Even though the conference took place at the end of last year, the recommendations are of particular importance and weight against the backdrop of recent global events. There is a significant increase in the amount of disinformation and information noise in general,” said Diana Dutsyk, Executive Director of the UMCI. “Many media literacy programs have suffered from funding cuts. But we should keep paying attention to this topic because it is extremely critical for the country’s security in times of war.”

The analytical note contains an analysis of the challenges and a list of recommendations on how to respond to these challenges in the following areas:

  • International cooperation in strengthening media literacy in different countries of the world;
  • quantitative measurements of media literacy: how to research the audience and measure project results;
  • strategies for working with vulnerable audiences in the field of media literacy in times of war;
  • digitalization and AI development as challenges for media literacy.

The analytical note was prepared by experts from the Ukrainian Institute of Media and Communication with the support of the OSCE Support Program for Ukraine.  The conclusions and recommendations are based on expert discussions during the international conference ‘Media Literacy in Times of War and Global Transformation,’ held on 11 November 2024 in partnership with DW Akademie, with the financial support of the German Federal Ministry for Economic Cooperation and Development (BMZ), the OSCE Support Program for Ukraine, the Foreign and Commonwealth Office, and the ZINC Network.
